Powers Delivers Federal BAS Modernization in Partnership with Energy Systems Group

Powers is proud to spotlight its partnership with Energy Systems Group (ESG) in delivering a comprehensive Building Automation System (BAS) upgrade across eight major federal facilities in Texas and Louisiana. This initiative reflects our long‑standing commitment to energy savings, open‑protocol BAS modernization, and our promise of “Creating Customers for Life.”

This project required close collaboration with ESG’s senior project manager, measurement and verification engineers, and development engineers, as well as multiple divisions within the General Services Administration (GSA). Our team worked directly with Public Building Services (PBS), Facilities Management, Smart & Sustainable Building specialists, BAS specialists, the Energy Savings Branch, and Contracting Officers to ensure a seamless, compliant, and future‑ready solution.

With over 40 years of service and more than 40 years of Building HVAC, BAS (Controls), Service and mechanical systems expertise, Powers brings the strength of a 375‑member team to every federal and commercial modernization effort. As a SAM‑registered, GSA‑contracted partner (GS‑21F‑0172K), we continue to support national energy‑efficiency goals with proven technical capability. Our Powers team includes 20+ Niagara N4‑certified integrators and multiple team members holding HSPD‑12 clearance, ensuring full compliance for secure federal environments.

This project, delivered under a Utility Energy Service Contract (UESC), replaced outdated proprietary Siemens controllers, pneumatic actuators, and legacy JACE hardware with a 100% open, non‑proprietary Niagara N4 BAS. Upgrades included BACnet controllers, JACE‑8000 supervisory devices, and standardized graphics and naming conventions per GSA Region 7 BAS requirements. Retrofitting older JACE 600/700 units required precise programming, database restructuring, and integration with GSA’s remote supervisory server. Replacing pneumatic systems with DDC electronic actuators significantly improved HVAC reliability, comfort, and long‑term maintainability.

Enhanced trending, upgraded utility metering, and fully programmable Niagara N4 controllers further strengthened building performance and energy efficiency.
